Interstate 29/35 Connections Project

The Interstate 29/35 Connections Project is one of only three pilot design-build projects authorized by the Missouri Highways and Transportation Commission (MHTC). Design-build has been identified as a tool to help minimize construction time and maximize innovation.

The I-29/35 Final Environmental Impact Statement evaluating the project’s likely impacts was completed in late 2006 and displayed for public review and comment. This environmental evaluation process was brought to a close on Jan. 12, 2007, when the Federal Highway Administration issued the Record of Decision.

Upon receipt of the Record of Decision, MoDOT began the process of selecting a contractor by releasing a Request for Qualifications (RFQ) March 26, 2007. Statements of Qualification (SOQ) were received in May from design-build teams interested in competing for the project, and MoDOT short-listed two qualified design-build teams: American Bridge Company and Paseo Corridor Constructors. MoDOT then issued a Request for Proposals (RFP) and announced the winning contractor – Paseo Corridor Constructors – during an MHTC meeting on Nov. 14, 2007.
